Most plastic places sell colored acrylic sheets that they can custom cut for you.

is it possible to take black "tank backing" and silicone it in side the overflow? I mean seal every edge so water couldn't get between it and the glass panels? Does anyone know if it would leech anything into the water?

Why not just paint it with Krylon spray paint. Paint the inside and outside.

is that safe to use on something that will be in costant contact with tanks water?
Im thinking about chipping up some rock that i have laying around and siliconing on the overflow. My thoughts are that not only would it look like a natural rock pile, but would eventually become live rock itself. Any comments, opinions?
