The last 3 times i checked my levels my PH has been 7.8 Im cycling with "semi-cured" LR. What do i need to do to get it to 8.2? Ammonia=0, Nitrite=2.0, Nitrate=20ppm, PH=7.8, Salinity=1.024, Temp=78. This was tonight.

Don't do anything until the cycle is done. At that point do a 20% water change.
PH will be at its lowest at lights on and the highest at lights off. Test at the same time each day so you have an accurate comparison.
Now, when the time comes... the two main factors of PH (in SW tanks) is alkalinity and CO2. A good alkalinity level (balanced with calcium) will help prevent change in the PH. If excess CO2 builds up, it will cause a decreased PH.
Get a good alkalinity and calcium test kit for down the road... until the tank gets some corals in it, water changes is really all you will need for your PH.
