ok if i have a rock base( the small rocks that you buy) and i put in live rock will the live rock turn the other rocks into live rock??

well that would probly be cheaper just to wait for the little rocks to turn into live rock then bot should i have some live sand in to?

Using BR instead of LR is cheaper, but takes a while longer for the cycle. LS will help. The other advantage of LS is because its already weighted down with bacteria, the sandstorm wil be a shorter period of time.
Not to be harsh, but realize this hobby is expensive at times (like MOST of the time). sometimes shortcuts are ok, but most of the time shortcuts are gonna cause LOTS of work down the road.
