I can see detritus all over your rocks, this is probably part of the problem. Use a turkey baster and blow all that stuff of the rocks (I even see it on the return pump) and then do a hefty water change. If your rocks are clogged up like that, they won't help as a biological filter. Just an idea...

Nitrates are consumed by various forms of plant life. I our tanks various algaes and even the plant life in photosynthetic corals.
Macro algae are organized algaes the can look like plants as opposed to micro algaes (green water) or slime or turf type algaes.
It is a good idea to grow the macros in a protected area (refugium) to protect them from the fish and cleaner crews the eat them. Plus the refugium can also grow pods which the larve of can be food for the corals.
