making a 30 gal reef tank bad or good?

okay i have a spare 30 gal and i want to make a mini reef tank how much would that be if it is over 400 dollars then i'd prob sell my snowflake eel and cb shrimp and make my 75 into a reef tank.
all info of cost plz
in my 75 g i cant make my mushroom frags attach onto anything could i use reef exopoxy on it?

it cost me about double that to get set up. that wasnt cheaping out on anything though.
