Marineland Skimmer Overflow Problem

I've got a brand new Marineland Marine Series Model 100 in-sump protien skimmer that's been in operation in my established tank for three weeks now and still nothing. It's sitting in a constant four and a half inches of water, which should be right in the zone. The column of water spins up to near the top of the cone with the pump on the lowest setting, and any higher, the cup just fills with water and overflows. The only way to get the water level down is to unscrew the cup until it's barely holding on and spilling water over the edges. Raising it up does nothing to change this. I realize there's a break in period for new skimmers, but I haven't seen a single bubble. Could something be clogged or stuck? I've used this exact model maybe twice before and no problems at all.
Anybody out there have this before?

Wow. No wonder I have heard bad reviews about this product. I have no idea what's wrong with thw skimmer.
