Yesturday my Ballast started to fry fuzes left and right. I bought the light off ---- and the ballast looks home made. I live in the sticks and I can't get to a new light for a week or so. What I did was the wrapping foil around the fuse and it works fine that way. My question is do you think that there is something wrong with the light or do you think the fuse was to small in the first place.

The foil method is going to spell disaster......You definitely have a problem and your creating a bigger problem by wrapping the fuse....Did you try a new fuse and it keeps killing the fuse?

Speaking as an Electronic Technician with 20 years experience in research and development I STRONGLY urge you NOT to use foil in place of the fuse.
By doing this you have taken all the safety features away and are asking for a fire that could possible take away every thing you have including your house and family.
Is that blunt enough?
The unit is blowing fuses for a reason, either the fuse was not the correct rating or there is a problem with the ballast. Find out the correct fuse rating for the ballast you have and install another fuse of the proper rating (DO NOT GO BIGGER) and try it again. If it blows the proper rated fuse, then your ballast has a problem that needs to be evaluated by a trained technician.

It blows fuses and I'm not using it, but I am saying it does work that way. I know, but I did it as a test because I wasn't sure if it was the bulb or the fuses. I replaced the bulb and the fuses are still popping. Now I guess I'll fix the ballast somehow. I have no idea who can do this for me.

More than likely you have a bad capacitor in your ballast pack. Magnetic halide ballasts use a capacitor, the ballast, and the bulb in series. The capacitor is limiting the amount of current that can flow through the bulb among other little roles. The fuse is probably popping because that capacitor is shorted.
In this situation, bypassing the fuse will make the lamp light and seem normal, but there is nothing other than the ballast to control the current flow through the lamp. This WILL cause your [expensive] lamp to fail prematurely, and WILL cause your ballast to overheat, possibly starting an electrical fire.
The good news is that I'm not sure just how "sticks" your "sticks" is, but almost any major electrical supply house (read: a real supply store... not Home Depot) will stock a drop in replacement ballast and capacitors (they are usually sold as a package). I'll bet if you open up your yellow pages you'll find one near enough to drive to that's less than an hour or two away. I will warn you to call ahead. Many supply houses won't sell to ordinary people ("counter sales"), so you want to get them on the phone and try to sweet talk them a bit first, and make sure you bring cash, as many of them accept only cash or terms account.
Please follow KTS's advice. I've also been reading Acrylics posts for a while and he knows equipment pretty well. Don't bypass safety devices when you are working with aquariums.
