i have a 400 wt metal halide system that i used as a grow light. made by sunlight supply inc. now ive got a 75 gal that i would like to turn in to a reef tank. if i put a 250 wt bulb in the unit would it work for a reef tank?

A 250w bulb will not work on a 400w ballast. It might run a 400w bulb though. What kind of ballast is it?
