I know a guy who is selling a 2 lamp MH pendant system with 2 replacemnt bulbs for $250 (Dunno what brand). The system is just about 6 months old and the bulbs only had about 2 months of use when he decided they were too bright for his house and for his FO tank.
I am pretty confident that this is a big deal but I just wanted to see what you guys think.

Yep, new bulbs cost over half that so if the bulbs are only 2 mths. then I say its a good price. Even if they are 175 watts. Just check if they are the color you want.

Sounds like a good deal to me. If the bulbs are the right color (K) then go for it.

What K would you guys reccommend for a tank that will house mainly SPS corals?

That's a great deal, and any bulb 10,000K and over makes SPS look the best (though they won't grow as fast as they would under a 6,500K bulb for instance).
