Most any system with live rock will have it to some degree...depends on how much predation is happening .....many corals and fish and clean up critters as well as other faunu feed on them, but thats good and why you want it. A refugium will provide space free from preditors to allow them to develope to full maturity and spawn and populate...best way IMO to speed it up is to minimize mistakes and not slow it down by letting levels get out of wack or run fiber filters that trap them. Also consider not keeping livestock that may depend toooo much on them that may depleat them quicker than they can reproduce. Or at least wait untill there populations are where they can substain themselfs and the livestock.
Basically, under good conditions, IMO, it takes six months to a year to have what is considered a well estabished system....
