Minimum size tank?

depends on the type of trigger. For example a Clown Trigger min is 125gal. whereas a Picasso Trigger min is 75gal.
I'd have nothing less than a 125 for any of them though. A 300gal. would definately do it for any trigger.

Smallest would be a 75gal for an speices only Undulated trigger tank. Most Rhinecanthus triggers will be happy in a 90gal for years as they usually come in small and grow extremely slow. Blue Jaws and Sargassums need a six-foot tank, with a 4'x2"x2", 120gal, as an absolute minimum. Most Crosshatch triggers come in quite large, needing at least a 180gal. Pink tails and Hawaiian/Indian Black Triggers can be house in a 125, but again, they are quite active and sometimes come in large, 125 as a min, 180 is better.
Nigers are a bit of a debate. The problem how different each fish is. They can range from being safe in a reef, to ending up killing other, supposedly more aggressive triggers. Also the fact that the availablility of different sizes of Nigers. You should be able to find anything from a tiny Juvi to a 7" red-toothed adult. Bottom line I guess is bigger is better. And at least a 180gal with preference to something larger like a 240gal, if you want any of the 'aggressive triggers', the Clown, Yellow-Margin, Blue-lined, etc, to have any shot of keeping other fish.
