moving an attached feather duster

What do you guys think of this? At the bottom of the duste ryou can see a clear blob in the picture. It's actually in the shape of a tube.

All of my dusters tubes have that clear part also.

I can't see mine to tell. He has attached to a rock way in the back and he is in the front. DARN THING - causing me all kinds of grief being stuck to the rock in the back.
