what are your water readings? when did you get him and how did you acclimate him?

what size tank? how much LR? do you have a breeding grounds for pods, such as a sump or a rubble rock pile?
while you may THINK there's enough pods, if they don't get enough to eat their stomach shrinks and actually makes it so they cannot eat. feeding your fish brine is a way to promote this, since there is nothing in them that a mandarin needs.
