I know that my clams will not be able to be kept long term in my 10 gallon, and I already own a 180 where I know they will be happy long term. Any Tridacna will eventually outgrow a 15. I believe small Tridacnas are fine under PCs, as long as they are kept closer to the source. The clams are impartial to the type of lighting their receiving (PC, VHO, or halide), as long as they are receiving adequate light to feed their zooxanthellae. In the wild they can adapt to different intensities to a certain point, and I think mine are thriving, with no bleaching and significant growth. As I always say though clams are not for beginners...
