mysterious slimy strings

every night after the lights shut down, i notice some slimy strings threading from rock to rock, spanning more than a foot. they look like rubberband and move on their own. they appear brown in color with white dots that sometimes make them look like some form of sea stars. what could they be?

i am not sure if that's what it is. these strings don't look like nets, and they are quite big, talking about over a foot!

Look at the pics of the spaghetti worm. They have "arms" that fit your description...
