nano fish/inverts that ARE NOT reef safe

I have a flame angel that ate my corals that needs to be in there.
Would a dottyback and a goby get along?

Depends on the filefish. I'm going to assume we're still referring to the Orange Spotted Filefish. In the wild, they live on certain acropora polyps and sometimes montipora polyps. In captivity, once they are weened (which is not easy and I suggest doing lots of research), it varies. Mine eats brine and mysis mainly, but will also dabble with cyclopeez and arctipods.

Ok the flame is out.. If i went with a lion, what could i keep with it? would a claraki clowfish/bubble tip be ok?
