Hmm as far as recommendations..I think you are going to be at the edge or a little beyond what you should have for a bioload in that tank. I personally think that 3 of those fish would be plenty and probably 2 would be better.
The sand bed is just for decoration so it doesn't have to be deep at all...I'd skip the sand sifting star I think it will starve in relativly short order...the cuc will keep the sand plenty clean anyway and even it may not live if there isn't enough debris to eat.
Finally the big one is the bubble tip. You do't have enough light to keep it IMO and I think a small system like that will probably be to unstable for it unless you are meticulus in your housekeeping.
I do a 1 gal water change on my nano every week and top offs every other day. I have one purple firefish, one tiny (quarter size) perc clown, a cleaner shrimp and a pink urchin 10 pounds od Marshall Island LR, a 1 inch sand bed, some grape calupera along with some mushrooms and polyps wit ha few more medium light corals to come. I have no filter, no skimmer, just one powerhead for movement. For lighting I have a 32Watt 50/50 PC retro kit.
