If the only thing you are feeding her is nori - or dried algae sheets, she isn't getting the right kind of nutrients for her body to thrive. Tangs need a mixed diet of all different kinds of algaes. Try green nori, brown nori, etc. etc. let her munch on some dark green lettuce even. If you can, find someone in your area that uses and algae scrubber and get some hair algae from them to feed her a little. You can dry the hair algae before feeding it. Hair algae is perhaps the most nutritious thing you can feed her. Also, try soaking some of her food in vitamin C and garlic before feeding. It seems to help improve a fishes immune system, which could help her fatten up a bit more.
If you vary her diet more, and try to feed her nutritious foods, she will fatten up some. Heck, if you could try "formula 2" flake food by Ocean Nutrition, (I think) it's little green flake foods, and that will give her something different to taste and eat and be a little more nutritious.
Feeding just dried out foods isn't good for fish. Sometimes you might even have to purchase some macroalgae from the store and throw it in there for a treat. Or you could grow your own supply in a refugium. Every little bit helps!

Sad. Why would you get a tang that gets so big? A 70 gallon is good for like 2 species of tangs. Why would you do such a thing? You are shortening their life. How big is the poor fish?

It's very likely that your Naso, even though it is now eating is very stressed. A 3"Naso is already too large for your tank. Naso tangs grow fast, very fast. Your stunting its growth and stressing it out in the current environment you have it in. My Naso is one of my most active fish. I have a 5" Blonde Naso female in my 180 and there are even times where I contemplate if my tank is big enough for her. Smaller tanks can make Naso's aggressive as well. You'd be doing this fish a great service if you traded it into the fish store for something more suitable for your size tank. In all likelyhood, you're going to end up with more problems with this fish down the road if left in its current situation.

Naso's can be very social with their owners. Mine will literally lay in my hand if I put my hand in the tank. All my fish except my Yellow Corris and my Blue Hippo are hand trained to eat.
As per my current fish size, my tank is perfect for her.No, it's not, which is what people are trying to tell you. But to each their own. Poor fish....
...... but once she gets bigger, i will definetely take her out. The issue is, by then, it'll be too late, the damage will be done. You're not seeing the bigger picture

So true.....
Plus if he keeps that naso in there, he says he will get rid of it when it gets big....it wont get big in a tank that small....it will die of stress
