Just a thought, since you have the larger tank cycling..
Depending on how much longer it will be before it's ready and how large your tangs are, since they're already paired, you might want to keep them to go in the larger tank... If it's going to be more than a few weeks, I'd probably just bring them back...

it sounds like the tank has ich since the tangs are scratching a lot and the goby is white and dying. all the fish should be returned. she should do a lot of research and then move forward very slowly next time.
