Need help, new tank/water not clearing

It has been a very long year, but I finally I have my tank up and running!! It has been running since Sun. and I cant get the water to clear up. I have a 55 g tank, Pro 75 wet/dry filter w/skimmer built in, 2 maxi jet PH, sand and base rock. I checked the water before adding shrimp, I'm using a refractometer and Salifert testing kits:
Temp: 72
Salinity 1.023
Ph 8.0-8.3
Nitrate 5
nitrite 0
Alk 5.03
Ammonia < 0.25
The water looks almost like a smokey film. When I sit and watch the tank, I can see, what I think are tiny bubbles moving around, but I'm not sure if it is air or something else. Make sense? I have had a raw shrimp in the tank for about 2 days now. How can I get my tank to clear up? I'm I doing something wrong? :help:

Get the heat up in your tank, it is running a little to cold. I would say no less than 76.
It may be air bubbles from your skimmer, you make have air getting in and it is chopping up the air bubble into smaller ones, or it could be from one on the power heads, Try tapping the sides, or turning them around under the water see if any air comes out.

and I'd say go ahead and take the shrimp out... usually 48 hours is enough... and if it's not, just as some uncured live rock... that'll fix you up right!
and, look into if your jets are stirring the sand and not the water... sometimes it's just the sand's dust that keeps stirring

I will take the shrimp out. I have black sand and I cant see anything dark floating around in the tank. I turned the temp up. Maybe I have to many bubbles in my skimmer?
