Need help with setting up a fuge

I have had a tank for about 1 year now and I think I want to start a reef tank now that I have a little bit of experience. I am thinking of getting a 72 gallon bow front tank. I would like to set up a sump/refugium below the tank.
How do you regulate the amount of water that flows from the display tank to be equal to the amount of water that is sent from the return pump, do you just use a ball valve?
Do you basically just drill holes and add bulkheads wherever you want water to enter the display tank and then also in one spot relatively high on the display tank for water to flow to the sump/fuge?
Could anyone give me some suggestions as to what I need to do for such a setup. (Possible pumps, setups, cost?, plans?).
Also what are the adjustable looking attatchments that seem to attatch to the bulkheads for water circulation called?
I recently bought a remora skimmer and paid a good amount of money so could I use that as a hang on down below also?

couldn't you avoid drilling holes in the tank also by having tubing go up, over, and then into the tank also? And do the same for the drain to the sump but just create a siphon with it? Seems like it would be a little tricky to create the siphon but I bet it could be done easily with a ball valve and a screw top.....just thoughts....
