Need info from sombody that has a MSX200

Hi guys I got a MSX200 for the 125 that I am putting up and the paper that come with it said works best if in 8" to 10" of water. Now is that from the botom of the part or from the pump? Why I asked I filled the tank up to day with plain water to check for leaks before putting saltwater in it and I ran it to see how i have it set up if it will work and the thing didnt fill all they way up. Now is that becouse it was just plain water and not saltwater or do i not have the water high I have it at 9" now.
