I would imagine that both of the views are probably correct. It just depends on how you look at it.
If the skimmate is collected quickly (wetskimming) then you should get a lot of waste, but also a lot of water(compared to dry skimming) with it. If you dry skim, then you wouldn't get as much overall waste over a period of time, but you would get a more concentrated waste product.
So..
You get more 'waste' out of the water (most likely) with the wet skimming, however, you get a more concentrated waste out of dry skimming with less waste involved in the process. So, both are getting 'more' waste.. It's just a matter of what 'more' you are referring to. There are clearly upsides of each.. and downsides.
