Need Your Advice!!!!

I'm currently using a 4FT. 40 watt actinic, and a 4ft 40 watt 50/50. I,ve also got 2 18" 15 watt cheap Penn Plax lights. Would it make much difference if a change out these 15 watt lamps with a 15 watt actinic, and a 15 watt 50/50.My question is taht no more wattage than what this is would it help much to switch out these cheap Penn Plax bulbs? As far as corals all I'm planning on keeping is Mushrooms and polyps, high up in the tank close to the lights. Currently I have LR and feather dusters clean up crew, shrimp, and a few fish.

I think a definite upgrade in lights is recommended. Using the atinic bulbs are better than the ones you are using now, but for better performance your wattage needs to be upgraded overtime. You will reap greater rewards by using a little more juice.

How big is your tank? wattage requirements are based on this with the general rule being 3-5 watts per gallon.

My tanks a 55. I've only got 2 watts per gallon right now. I'll stick with this as long as my tank keeps going good like it has so far. My LR is full of dusters and a few polyps, which is looking great. I'm just wondering if changing out my cheap Penn Plax 18" 15 watt bulbs with actinic would do me any good? Or would I being waisting my time?

Well, if all is well with your tank--I personnaly would leave it be. But if you add some other corals be sure to inquire what their specific lighting requirements are. Some others may need more.

What about switching the cheap lights to Actinics? Worth it or waiste of time?

Both---They are worth the money and will improve your lighting greatly--but are not neccessary if your tank (meaning its inhabitants) are doing fine as is. If you are going to do it try one actinic and one 50/50.
