Don't use damsels for the sole purpose of cycling a tank. You can use a couple of pieces of uncooked shrimp from the grocery store. This will work just as well as the damsels. If your planning on keeping the damsels, then you could add a few. But why have 15 damsels?? I've never had that many, but I could only imagine all the fighting between them that would take place... Use the shrimp, if you wanna have a couple of damsels FOREVER, then its alright to add them a couple of days after you have the tank going... I'm sure the damsels would be fine with the puffer(untill the puffer got big enough to eat them~!) :D

The Damsels won't bother the puffer, but when it gets big enough, it will eat the damsels no doubt. It should be fun to watch though!:D

Better off investing in some good live rock rather than damsels. If you want some "nice" damsels rather than "mean" get some green chromises. A shoal of 6 or 7 would look nice.
