Just set up my heater, skimmer, etc. I added water and salt, but no LS. When can I add LS? Can I do it before my salinity is up? Does the water have to be heated properly first?
Second question-My protein skimmer only running for about an hour, is not collecting foam in the top. I am geussing, because there is no impurities yet. I do not have any ls, fish lr-just salt water. Am I assuming right, or is my protein skimmer not working properly?

At this point you don't need the skimmer because you don't have DOC's in the water column yet. Dissolved Orgaincs.
You can add live sand anytime you are ready. Just make sure the water that is displaced doesn't overflow your tank, just like when adding live rock.
How are you going to start your cycle?

put the sand in like someone else said
you dont need the protein skimmer during the cycle
you should have live sand, live rock, water, salt, and a shrimp in there right now

IMO now get the tank up to operating standards first. IMO 35 ppt salinity.

Heating the water will help you properly dissolve the salt and IMO it should be at least 72 degrees before you add anything.
