why not put the rock on the far left under the filter socks? Might save some space and eliminate a few baffles.
As I understand it, and I coud be very wrong, the whole point to a wet/dry sump is the "dry" part, where you have a drip plate that scatters the water and allows it to "drip" through air above the water line of the sump. Then you place highly porous filter media in the air above the water line where it can get dripped upon. Anaerobic bacteria colonize the inside of the highly porous material suspended above the water line. My LFS said that the anaerobic bacteria won't colonize the insides of the porous material if it is underwater.
Anaerobic bacteria eat nitrates.

I like the setup personally, the more baffles that you have the less you will have any micro bubbles! I think it is a nice design for a refugium!!

i'd make the refugium alot bigger and put the rubble rock in there along with the sand. bacteria will colonize everywhere under water. inside and outside rocks, on glass, sand, powerheads....no need to raise anything out of the water.

I gotta agree with X. I don't see any reason to seperate the fuge and rocks. You could also put some rock in the area where the tank drains into. No matter what you're going to want to design something in the far right area to prevent a waterfall of water/bubbles going into your return pump as well.

I am new at this saltwater stuff just setting my first 90gal. But I have been accused of knowing something about water treatment plants. Even get paid sometimes. I just wanted to comment on the bacteria thing.
Aerobic Bacteria – Use oxygen
Anaerobic Bacteria – Use other substances such as nitrates but only in the absence of oxygen.
Aerobic Bacteria would be forming at the water line.
 
What is the point of the very last baffel on the right? not all three but just the last tall one. If it is to act as a bubble trap then could it be shorter like just above the level the pump will be sitting at? My sump only has two partitions there but it has a sponge filter between them to keep items from the refugium from going into the pump.

The design looks good only things I would do differently is combine the rock with the refugium and either make the refugium larger or the return section larger. May want to make the return section larger unless you are using an auto top off since this is where the water level will change due to evaporation. If you want to keep the LR chamber I would remove the third baffle in the first set so that the water flows from the bottom to the top of the Live rock.
