55 gallon emp 400 filter, plus the grade below it filter, 2 powerheads rio 1700, and something else, 2 heaters, some live sand , and 20lbs of lr (yeah i know i need more but i like tanks with just a little, i wil get more soon though)

Question the under part of my puffer looks sunk in, is this bad? is he dieing? i dont really see him eat ever, all i see him do is pick at my sand, and snails?
