New Tank Set-Up Help

Hello. I am new to the forum, and new to the marine aquarium hobby. I have kept fresh water aquariums for 18 years, and need some help from knowledgeable people. Here is the situation:
I have a 29 gal. Eclipse w/ System 3 filter, heater, Bio-Wheel, 2 Ocean Sun 50/50 Dayliight/Actinic Bulbs, and a Berlin Skimmer (Not installed yet). Substrate is 1" of Live Sand. Tank has been up and running 2 weeks now and dosed with NUTRAFIN Cycle. SG is 1.018, Nitrite 0.0, nitrate 0.0, and PH 8.0<8.1 Everything I am doing is under the supervison of my LFS Owner. (34 Years in the hobby and industry.) These are EXACTLY the numbers she wanted the tank at to start. Today, 17 lbs. of Fiji live rock was added. It was washed in Soda Water (To kill mantis, worms, etc.), bathed in salt water solution, and arranged in the tank. (All per her orders.) The lights have been left off completely for the last 17 hours. Tonight, I just had to look. There are green filamentous algae fingers growing already (No worms or mantis though.)
Should I be concerned at this stage about the algae already?

Tank is going to house (1) 3" Eibli Angel and (1) 3" Juvenile Red Sea Imperator angel. (I can hear it already about the angel! This is an 8 month deal. In August I move in to my custom built home, and will have a 150 gal. system expressley for the Imperator. )
To my research, niether of these fish will eat a lot of algae, if any. What can I do to control the situaton right from the start?
I have considered a Lawnmower Blenny to expressly control the algae growth, but this is where I am open to suggestions. Also, what is good to use to keep the substrate aerated, and not create an aerobic condition? At this point in time, there are NO fish in the tank yet.
Looking at a 5 day window or so at this point. Please offer any advice. It is all greatly appreciated. Thank you all very much.

it is way to soon to start adding fish to your system, add i have never heard of soda water killing mantis, but anything other than saltwater will kill your LR, and the algea proably came from when the rock was cycling in a holding tank. also when a new tank is cycling it goes through stages of algea growth where it'll grow and die off over time so just let your tank cycle and take it slow or you will surely fail at this hobby
now about your angels, angels are very aggressive toward each other and in a very small tank like yours one will be getting picked on until he dies, but sometimes they do get along but that is very rare
