Is a heavy covering of brown algae over everything normal in a 2 week old tank? Also I am getting conflicting info on whether to use skimmer during tank cycle. Anybody have any preferences?

I have a couple of damsels and a few snails in the tank for load. Am also using an Amiracle sl15 hang-on wet dry and 2 power heads for filtration, is this enough? Or do I need some type cannister filter? Lots to unlearn last sw tank I had was about 20 years ago lots of new stuff to figure out. Thanks for the help.
