new to saltwater need help!

I have just bought a 14 gallon biocube and i have just put live sand in and water.no live rock. I have been noticing my sand has spots of green. I need help soon! I think it is algae or my live sand is dying. please help! here is a picture of it.

It is probably algae. A new tank is going to go through many stages, and you will soon see brown dust (diatoms) all over everything, etc. You have to get live rock into the tank so that you can begin a proper cycle and get these phases over with.

my tank has only been set up for 1 week to 2 weeks

are you planning on adding live rock? you should do it about a month before adding any livestock. you'll need somewhere for bacteria to colonize, and live rock is the popular choice.

I am getting live rock around october december

You really need it soon if you want to put anything in it. Even just 2-3 pounds to start it off.
