Nitrate in fowlr

I have an 80g fowlr tank that has cc and 55lbs of lr. ammonia and nitrite are 0 and nitrate goes from 10-20 in a week. I do a weekly water change to bring it back to 10 each week.The tank is 2 1/2 months old but i used filter and lr from another tank. Coraline algea is starting to grow like mad. I wanted this to be a butterfly/tang/angel tank. i want 3 butterflys, 1 tang, and 1 angel. Do you think i can get my 1st butterfly? I have 5 damsels now but ill move them to a 29g when i am ready to get butterflys. Does this plan sound good?
And what is normal/safe nitrate levels?

THE CC COULD BE YOUR PROBLEM, MAKE SURE YOU STIR THE CC UP WHEN CLEANING BECAUSE IT TRAPS WASTE AND UNEATEN FOODS. WHEN YOU DO WATER CHANGES WHAT TYPE OF WATER YOU USE? IS IT TAP? THAT CAN ALSO BE A PROBLEM.
WATCH OUT FOR ANGELS, YOU NEED NEXT TO PERFECT WATER TO RAISE THESE BEAUTIES.

Also what type of filter do you have? This could also be the problem, you may want to look into getting a skimmer if you dont already have one or maybe a refugium to help reduce the level of nitrates in your system.

ill give a little more info this time ok:
Well i got an 80g fowlr. For filtration i have a lifeguard 300 fluidized bed filter, a aquaclear 500 powerfilter with sponge, carbon, and phosphate remover, 2 powerheads, a Turboflotor 1000 Hang-on, a soon to be 5g refugium, about 30lbs cc, and about 55 lbs lr and another 3lbs in refugium. I do weekly 7.5g water change and clean cc and power filter. I change carbon monthly. I do not have any caulerpa in refugium yet but my lfs is getting some for me in his next order. My nitrates are 10-20 before i do waterchange and are 0-10 after change. I do use tapwater but it has no nitrate or such and my lfs uses it on ALL his reef and fo tanks. um... and about those damsels, they are 5 large 2inch Sargeant Majors and a purposly am feeding them 3x-4x what i would regularily feed(but they eat all the food) I am doing this over feeding because of what you guys said about the fish i want being much bigger(i have been doing this for a month already)
I do have about 30lbs more of lr in the 29g that i could put in the 80g if that would help?
