This will be easier for you to do. Do you have a canister filter on your line somewhere? Every water change I just stick my hand in there and stir up the CC from top to bottom, at least what I can get at, this releases the garbage underneath and hopefully the filter grabs it on its way out. I have X-Fine CC, your vacuum trick doesn't work for that one, I tried a long time ago, it sucks the cc right out of the tank.
 
Actually I used to stirr it up just so it would look good from time to time, but the vacuum actually did 100% better. The activity in the tank now as compared to last week's stirring is like night and day.
My filter is a canister, and it has an attachment specifically for vacuuming, so same principal you mentioned, only I get all the junk out that's all the way on the bottom. That's 3" deep in most spots. Stirring wont do that.

Temp - 81*f
Ca - need a new kit I nailed the tank with Ca, but readings are non existant
Ph - 8.0
Ammonia - >0.25ppm
No2 - 0ppm
No3 - 0ppm
Took my time so they were done correctly, sorry for the delay
