My Hydrometer was broke, like i thought it was. It was my moms and she had it for awhile she bought a new one and i tried my water out on it. It pegged! My salinity and specific gravity are really high. What do i do now?

First - Buy a refrac. They're $40 new.
Second, you're going to have to start doing water changes to get it down, but slowly, no more than .001 per day.
What did the hydrometer read?

Is there any fish or inverts in the tank? If not take out some of the water and replace it with fresh RODI or distilled water until the Sg gets where you want it to be. No need to go slow if no life in the tank yet. But I agree with gmann if there is life in the tank.
Also agree with the refractometer.
