I've had my clowns a little over a month they have not paired yet one stays in the see an enemy and the other seems to like one of my coral why have they not paired even though one seems to have submitted to the other

That is still young. But big enough that they may be both females. As to whether they pair with an anemone that is a crap shoot. Not all anemones will be to their liking. Each species of clown has a natural host anemone but in captivity they aren't always given their natural host and they don't need an anemone in captivity. I have heard it theorized that captive bred clowns are harder to get to accept an anemone. I have two anemones and one clown. Clown never goes near the anemones.
