get a bunch of buckets of saltwater ready to go, do water changes on your tanks. This will add O2 back to the tanks.
You can also buy Oxygenex tabs, O2 tabs essentially.
When i went through a hurricane I had the bathtub, trashcan, and 6 5g buckets ready with water. I did water changes, small ones, every hour or so.
cant u just occasionally agitae the surface of the water to add oxygen in

I do not have the proper equipment to handle the storm either. but I have always in the past. grab a clean cup or bowl. swoop up the water from the tank and drop it back in. It has always helped in the past. thats just my two cents. and gl. i'll be doing the same thing in venice
agitating the surface does help as well, not as much as completely new water, which is why i did a combo of both.
i even went so far as to blow through airline tubing to agitate the lower portions of the water column as well.
you cant forget that the fish's waste is just building up in the tank. so small water changes are important to get some of that out. But if the water is able to be kept moving there is plenty of bacteria in the tank alone that could hold it over for a while.

Don't blow air into your tank!!! You are blowing in carbon dioxide and suffocating your fish!! Your better off with surface agitation on a regular basis. Or, if you want lower water movement, dip a glass (open side down) to the bottom then tip it up to release the trapped air.
Quick question though... isn't your "stored water" as depleted of oxygen as you tank water??
EDIT--Nevermind the question.. I read where falling water puts O2 back in.
