I wouldn't say so. Most likely some type of substance from something you added (chemical or mechanical) or something from your hands when you're sticking them in there. Think about what you've done/added recently. If it goes away in a day or so I wouldn't worry too much about it. If it lingers around then maybe theres a problem.

It's a protein build up. A good skimmer will eliminate it.
If you already have a good skimmer, and it's not working, consider a surface skimmer box.

A powerhead stirs it up, but does not remove it.
That being said, if your water is so still you can see the oily film, then I hafta question your oxygenation.
Your surface shouldn't be THAT still to begin with.

No, I know you didn't say that. But I think a lot of people are under the assumption that if you can't see it, it may as well not be there.
Not you..we know you know how to keep a reef, but ya know... just clearing it up a little.
