oily film on top of water?

I have this film on top of my water, is this normal? Doesn't seem to bother anything and I cant seem to make it go away.

its normal when there is not enough water movement on the top of the tank. Do you have a HOb protein skimmer?, or HOB filter, both of those with fix it, also try pointing a powerhead at the top of the water. Once there is more water movement the oily gunk goes away

I have an emperor 400 HOB and a HOB protein skimmer both. I am actually in the process of putting in a sump and a fuge with an overflow box so I bet the overflow box will skim alot of that top water and with the return system I designed it will pump the water back all around the top of the tank at the surface so maybe that will take care of it. I just really wanted to make sure it wasnt a buildup of something bad that could hurt my fish.
