I wouldn't just settle for a reactor. Don't give up until you find the source! I recently lost hundreds of $ in corals and shrimp due to really high phosphates (>3). Some corals and even my clam and anemone were fine, others were badly damaged or died off altogether.
From what you have said I would look at your substrate. Is it a DSB or shallow? Sand or CC? Give details on how you setup your sandbed.
How often do you do routine water changes? You aren't overstocked, so you'd have to be way behind for that to be a big factor.

Ok well i have Carib-Sea Argonite Sand. The front i would say is 2.5-3 inches deep and the back is around 2 inches deep. I do 10% weekly water changes (4 gallons).
Heres a few pictures of my setup so there is a visual to the the problem. The pictures were taken yesterday.

Did you add any established live sand when you set it up? From an established tank or wild collected, not bagged. Your live rock should have provided you with some bio diversity though.
If not enough little critters are stirring the sand it can build up alot of junk that can leach back into your tank. I tend to think this is your problem. I had levels 3x higher than yours and my sand looked ok (my R/O filter was old). I'd maybe find a friend with some good live sand and borrow a cup. Some muck from a fuge would be good too. Maybe since you aren't a crisis levels you can get a conch and some nassarius snails too.
This might not be the problem, but it's a good possibility.

welll i did add a conch about few days ago and about 5 cerith snails.

i got this product yetserday called seagel. I put it in my tank yesterday around .5pm and this morning i tested it and it seems that the phosphate has gone down a little already. I plan on doing 3 water changes in the next week every other day to try and get the phosphates done too. Hopefully with the seagel and the changes it will take care of the phosphates.
Has anyone every used seagel. Its a combination of seachems matrix carbon and phosguard. How long should i keep that in there before i change it. I think im going to run this media on a regular basis.
