I definitely agree that no mantis should be in a 1 gallon. We have a N. Wennerae in a 20 gal. long and he is only about 1 1/2 inches at the most. It's kind of overkill for one that small, he could definitely go in a 5 gallon, but nothing less, and he is one of the smaller species. Check out Roy's List of Stomatopods, he has a really informative list of species, and tons of specs on them.
As far as lighting, I wouldn't do more than PC's. They get stressed in high lighting like T-5 and MH and can develop shell disease because of it.
