one more cycling question

Look i read other threads and I just want an answer to my specific question. My first tank i had for 3 years always has had problems with nitrates so, since I have set up my new 75 gal I:
added a raw shrimp Sunday August 28 and since then
Amonia has spiked and leveled off, took the shrimp out,
Nitrites are up to .025 ppm
Nitrates are still at 0.
When is the cycle complete and when do I add fish?

Cycle is complete when Ammonia and Nitrites read 0ppm. You can add A fish soon after that. Feed that fish for a little while to establish bacteria populations and then add a fish or two at a time until you reach your desired bioload.
Nitrate and phosphate can be dealt with in a ton of different ways, the most simple being a water change.

Amonia and nitrites are at 0ppm. I now have to switch my live rock from my 40 and get more fish.
Is 10 fish added at the same time to much for a 75 gal?
here is the list, Longfin butterfly
Raccoon butterfly
3 Lyretail anthias
Flame angel
blue reef chromis
I already have a small foxface and a blue spot puffer in my 40.
Im ordering from the internet and I want to order all at the same time to avoid paying so much shipping cost.

Look don’t you just hate it when these people cannot give you an answer to a specific question. I mean really what the hell else are they here for.
