Orange Powder

My tank is covered in this light dusting of orange powder. Rocks, sand and such have it. I thought it was maybe cyano but I've treated it 3 times now and it's still there... I even blew it all into the water hoping that'd get rid of it during one treatement but it all just settled down.
Does that sound like Cyano? I can't see it being diatoms, tank's been cycled since April and I use R/O.
Last Tank Info was a week ago and I did a water change Saturday with R/O DI.

Sorry, was gone for a bit.. update on the orange powder.. I don't think it's cyano, 3 doses of cyano chemical and it's no better. I tried blowing it into the water every day for almost a week but it didn't get any better. I'm also including updated water specs and pictures.
The orange powder is not visible in the morning, around noon it starts to show up VERY lightly but by nightfall it's a dark orange. The pictures here are right before the lights go out for the night.

Dose it with holy water! Your tank seems possessed!!!
just kidding. Don't. It's not cyano. Check your silicates and make sure that you're not having an on going diatom bloom.
