300-350mv is good...
Never go over 400mv.
Start slow, and work you way up to 350mv.
Do this over the course of a month or so, only increasing by ~20mv / week...

so this is how i have it hooked up air pump to a air dryer then ozone machine then to a spare reator with carbon in it then reactor to return sump and sump to tank. does this seem right?

Then DRIP or pour the water over carbon.
Reason for this. Unless you have a ozoneproof reactor, the ozone will turn the reactor into a brittle container, that u will have to replace ever 6 months at least.
I built a pvc platfom in my sump, that holds a strainer like container(got it at a pond shop) that is filled with carbon.
The ozone destroys the container, every 6 months, but at 2$ its not bad :)
Also, make sure to drip the water about 4 inchs or so from the water from the reactor onto the carbon. This way any un desolved o3 can escape as the water splashes.
Lastly, use ozone safe tubing! Airline tubing will be turned into an eggshell in no time..
