Instead of buying a new monitor or vid card, try this
first, try that monitor on another computer, and try another monitor on your computer, it iwll tell you unquestionably where the problem lies.
Whether it is your monitor or tower
If the tower, then try a new vid card
if not, then well you know the unfortunate solution

If im not mistaken, he has a tablet PC. This is like a laptop, but the screen swivels around, and you can write on it with a stylus kinda like a palm pilot.
If this IS a tablet PC, these have not ben out long- I would imagine that it is still under warranty through the manufacturer. Have you tried contacting them? As long as it is not bad due to physical damage (I.E. droping it), they should cover it. The problem you are describing is a common problem with these type screens- our company has replaced a few of these since they came out.
