My guess would abe a gummed up carborator. If gas was left in it over the winter most likely the carborator got gummed up and it will need professional cleaning unless you can get it off and clean it.
Always drain the fuel over the winter or use a gas conditioner.

I have a 19 year old walk behind. Still cranks on the 14th pull. I have a litle rig built on the carb that allows me to spray ether directly into the bowl. Works like a charm, but can make a hell of a backfire too...

I would like to help you, but all that I can say is that everytime Humberto fires up his lawnmower it works. But you should have seen his face yesterday when I told him we had a swarm of bees in our tree. :D The first thing that he said was "Wre they killer" How would I know, just saw them an hour ago. He will be back next week to finish up.
I would send him your way, but trust me, he is not male eye candy.
