Age doesn't matter, if someone is old enough to own a tank and animals, then they need to be responsible to know what is right and wrong.
Someone else recently posted a picture of their puffer that was blown up during a freshwater dip bath to kill ich. The guy got flamed bad and I was certainly one of them doing the flaming.
I don't think it should be shared or portrayed as something neat and exciting, it causes more nuts-ohs to try to do it to their fish.
For me, I personally get annoyed with seeing pictures of people taking and glorifying pictures of their puffers puffed out. It shows me they enjoy it and for me, I stress knowing that the fish is stressed.
I am proud to say that I have had only 1 occaision where my dog face puffer puffed up, the quick change of lighting in the room or a shadow spooked him and I felt bad. I talked to him while he settled down. You will NEVER find me posting pictures of my blown up boy on the internet. It is like advertising, I am a bad fish person. Not something to be proud of and should not encourage others to do so.
One might ask, well - if the bleeding hearts are so offended, then why do they read posts that indicate that their puffer blew up? The only reason is that I jump on the person to razz them and I try to make them feel bad about it. Thats right.
It is no better than the idiots that think it's neat to see a pit bull or a Doberman chained to a fence with a fat spiked collar on barking and snarling. They think it looks neat. I see a dog that is unhappy and probably not cared for properly and is lonely.
I have 3 Dobes and my dogs never look that way. But, you can be sure that if someone broke into my house, they would let you in....but you would never get out in 1 piece. Do I broadcast that in pictures, heck no.
The key is, don't glorify or find human enjoyment in the pain, stress or displeasure of other living things, human or animal.
