If it's an external overflow box it needs to be primed first. Do you have a picture of it by any chance?

Add water into it. Your tank should have enough water in it so that it will flow into the overflow.

water is flowing into overflow but the drain tube is drilled all the way up and and it just drains all but what the pump can keep up with the pump is 1600gph. how can I slow down the drain. shouldn't there be a tube that goes over the drain tube for water level?

You don't really want to slow the drain down since it could be a flood risk.
You may want to replace the stand pipe with one that isn't drilled all the way up.
Look into stand pipe kits for internal overflows.
