I have a Penguin Filter from my freshwater set-up. Is it necessary to have it in a Saltwater environment?

I don't know what size tank you have. Some people try and have no need for a filter, using live rock only and a skimmer. I don't recommend it myself.
While I feel a need for a filter, sump, wet/dry or canister. A penguin will case too much splash and salt creep will be a big problem. Also the amount of media isn't much. If you don't want to drill the tank...go with a canister filter, you can add lots of media and by using a spray bar create lots of good water agitation on the surface..A very good thing.

I have a 55 Gallon. I think you're right about the unneccesary filter. I have a HOB Refugium so I think that'll take care of it.
