Percula Clown Twitching?

what does that mean when the smaller clown twitches for a second or two when the bigger clown goes near it?

I think i was reading in a post a day or so ago.That means the smaller one has submitted to the larger one??
Oh and if you do a search with "Clown twitching" you'll get some replies to posts saying the twitching can be submission.
