Percula in Trouble

Turned on my lights today and one of my Perculas was huddled at the bottom of the tank against the sand breathing erraticaly and looked white, transparent like... After awhile some of his pigment came back. However he still is breathing rapidly and my other Percula is chasing him around like CRAZY. He actually hides behind a powerhead wedges himself under rocks. Have had them for about 10 months. The one that is acting weird now has always been the scaredy cat and actually has always looked not as pretty as the other one, not sick but not as full and for lack of a better word confident. Did I just scare the hell out of him for a minute with the lights? Oh I noticed he keeps on shaking next to the other one after it chases him.. 28 gl..2 clowns..1 dragon goby..3 margatis, feather duster...thats it. All other fish doing fine. Oh yeah forgot to add yesterday I saw my snail releasing eggs into the water not sure if this has any bearing.

The problem is stress from being chased. Is this constantly going on?

Actually no it wasnt going on all the time. Maybe one fast chase once a day or every other day. Never lasting more than a few seconds. They both eat together and never seem to fight for food. Today however it seems real bad everytime they are around each other its being chased. Could it take 10 months for this to develop into a problem?

He looks now like he has popeye...:( I think he banged into something being chased... who knows... I cant believe all of a sudden my one clownfish decided to attack the other one after 10 months in the tank. Beth, could one of them be diseased and the other is deciding to attack it and keep it away? Is that any kind of behavior exhibited by fish? I guess I just want to think that my one favorite fish isnt just a big bully..I have read from your other posts that basically without a qt set up there is really nothing I can do.
